[ADBv2 Cache Server] Localhost and network names do not work as valid addresses for the ADBv2 cache server
Reproduction steps:
1. Install and Set-up "Accelerator"
2. Open "1194598" project
3. Open the Preferences window
4. In "Asset Pipeline v2" -> "Default IP address" write "127.0.0.1"
5. "Check Connection" and notice that it connected successfully
6. Set the "Default IP address" to "localhost"
7. "Check Connection" and notice that the connected fails
Expected Result: All address values which worked with ADBv1 cache server, should work with ADBv2
Actual Result: Localhost and network names do not work as valid addresses for the ADBv2 cache server
Reproduced with: 2020.1.0a12, 2019.3.0b10, 2019.3.0a1 (No value seems to work), 2019.2.12f1 (No value seems to work)
Did not reproduce on(Feature not yet implemented): 2019.2.0a1, 2018.4, 2017.4
