[Adaptive Performance] Errors are thrown on installing Adaptive Performance Package when Simulator window is open
Repro steps:
1. Create a new project in standalone platform
2. Game View > Switch Game To Simulator
3. Select any Android Device > Control Panel
4. Package Manager > Unity Registry > Install 'Adaptive Performance' Package
5. Remove 'Adaptive Performance' Package
6. Install 'Adaptive Performance' Package
Expected: No errors are thrown in the Console
Actual: "ArgumentException: An item with the same key has already been added. Key: UnityEditor.DeviceSimulation.ApplicationSettingsPlugin" error thrown in the Console
Reproducible with: 2021.1f1, 2021.2.0a3
Not reproducible with: 2021.2.0a4, 2021.2.0a11
