[Windows] Active Touch Count keeps increasing when repeatedly clicking in Simulator Play Mode
Reproduction steps:
1. Open the attached “IN-96723_touch_repro” project
2. Open the “Assets/Scenes/SampleScene.unity” scene
3. Change Game View to Simulator
4. Enter the Play Mode
5. Click repeatedly on the screen fast enough, or with a mouse and a touch pad at the same time
6. Observe the Touch Count
Expected results: Mouse event should only show that Touch Count is 1, if currently pressed down
Actual results: Touch Count increases rapidly
Reproduced with: 1.12.2 (2022.3.59f1), 1.13.1 (2022.3.59f1, 6000.0.42f1, 6000.1.0b10, 6000.2.0a6), 1.14.2 (6000.0.59f1)
Reproduced on: Windows 11 Pro (24H2)
Not reproduced on: Mac Tahoe 26.0, Linux Ubuntu 25.04
