[A2] [HDRP] SRP debug window redraws every frame when animated materials is on
Steps to reproduce :
- create a new project
- go to Help > About Unity and type "Internal" - this will show up the color circles around windows
- enable Animated Materials in the scene view
- go to Window > Render Pipeline
- open the Render Pipeline Debug and notice that both the scene view and the debug window are redrawing

Resolution Note:
Unfortunately the debug window needs to redraw on scene change otherwise a number of dynamic panels would not work properly. This is why it redraws every frame when "animated material" is enabled.
I also did a pass on the garbage generated and fixed some (mostly in the volume debug where there was a lot). Most of what's left is due to editor code so not fixable on our side.
