A particle is not rendered for the first frame when the duration and lifetime values match

How to reproduce:
1. Open the “Particle.zip“ project
2. Open the “SampleScene“
3. Select the “Particle System“ in the Hierarchy
4. Observe the Scene view

Expected result: The loop is smooth with no flickering
Actual result: The particle is not rendered for a single frame at the start of the loop

Reproducible in: 2022.1.0a10, 2022.3.51f1, 6000.0.24f1
Not reproducible in: 2021.3.45f1, 2022.1.0a9

Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested

Workaround: Set the lifetime to 1.01 or 1.02

Notes:
- The Particle System overlay in the Scene view shows particle count stays stable at 1
- In version 2021.3.45f1, the loop is rendered correctly, except the overlay shows the particle count is not stable, and fluctuates between 1 and 2
- Sometimes the flickering starts after 10 or more seconds
- The issue is a little inconsistent to reproduce
