A docked Editor window can't be resized when "autoRepaintOnSceneChange" is set to false in EditorApplication.update
Steps to reproduce:
1. Download and open the user's project "2021_2_DockedWindowCantBeResized.zip"
2. Click on Window > Test Window
3. Try resizing the "TestWindow" when undocked
4. Dock the "TestWindow" to the Editor
5. Try resizing the docked "TestWindow"
Expected result: Able to resize docked "Test Window"
Actual result: Not able to resize docked "Test Window"
Reproducible with: 2021.2.0a11, 2021.2.0a15
Not reproducible with: 2018.4.34f1, 2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a10
