[2D][URP] Point lights get duplicated and offest in URP 2D Renderer
When using 2D point lights, they are duplicated, and their double also follows the camera
Repro:
- download project lights.zip
- go to MainHUB scene
- press play and notice the 2D point lights are doubled
- click on the tilemap to move the character, and notice that the "doubles" are moving with the camera
- disabling the original 2D point light will disable the double as well.
Reproducible in 2021.1.0b8 or later
cannot repro in 2020.2 or earlier

My entire project is ruing due to this glitch and I cant use earlier version since Im developing for Switch and the Switch SDK is linked to this version of Unity :S
