[2D][URP] Delay when changing Normal Maps Quality settings
Reproduction steps:
1. Open the user's attached project
2. Select "Global Light 2D" GameObject in the Hierarchy
3. In the Inspector change "Light 2D" > "Normal Map" > Quality setting to "Fast" or "Accurate"
4. Move your mouse cursor to Scene View
Expected result: Normal Map change after you change Quality settings
Actual result: Normal Map change when the mouse cursor moves to Scene View
Reproduced in: 12.1.0 (2021.2.0b17), 12.1.0 (2021.2.1f1)
Not Reproduced in: 12.1.0 (2021.2.0b16), 12.1.2 (2021.2.5f1), 13.1.2 (2022.1.0b1)
Could not test with: 2019.4.33f1 (No "Fast" or "Accurate" Quality settings)
