[2D][Tilemap] Unable to rotate Tiles in Tilemap using shortcut keys
Steps to reproduce:
1. Download and open the user's project "CCD.zip"
2. Open Scene "Scene1"
3. In the Hierarchy, select the "Grid" GameObject
4. Under the "Grid" GameObject, select the first "Tilemap" GameObject
5. Open Tile Palette window (Window > 2D > Tile Palette)
6. Select a Tile and hover the Tile in the Scene view
7. Press "[" or "]" on your keyboard to rotate the Tile
Expected Result: The Tile rotates either clockwise or counter-clockwise
Actual Result: The Tile does not rotate at all
Reproducible with: 2021.1.0a7, 2021.1.3f1, 2021.2.0a13
Not Reproducible with: 2018.4.34f1, 2019.4.24f1, 2020.3.4f1, 2021.1.0a6
Note:
1. Shift + [ and Shift + ] also has the same issue
2. Able to reproduce the issue on Windows and macOS
