[2D][Tilemap] Flipped tiles are grayed out when the Tilemap Focus On dropdown is set to "Tilemap"
How to reproduce:
1. Open the attached project "tileRepro"
2. Open the scene "SampleScene" (Assets/Scenes/SampleScene.unity)
3. Open the Tile Palette window and click on a tile (Window > 2D > Tile Palette)
4. In the Scene view window, in the "Tilemap Focus On" dropdown, select "Tilemap"
5. While hovering the cursor inside the Scene view, press Shift + [ and observe the selected tile
Expected result: The tile is rotated and remains fully colored
Actual result: The tile is rotated and is grayed out
Reproducible with: 1.0.0 (2019.4.35f1, 2020.3.27f1, 2021.2.0a10)
Not reproducible with: 1.0.0 (2021.2.0a11, 2021.2.10f1, 2022.1.0b6, 2022.2.0a3)
