2D sprite won't display in the Game view real-time when dragging it over the Scene view while visibility of Flares is disabled
How to reproduce:
1. Open QA-supplied project
2. Load scene "example"
3. Drag "DRAG THIS SPRITE" (located in the Project window) over the Scene view on the left (visibility of flares enabled) and observe Game view
4. Now drag "DRAG THIS SPRITE" (located in the Project window) over the Scene view on the right (visibility of flares disabled) and observe Game view
Expected result: Sprite should be visible real-time in the Game view (and other Scene views) while dragging it over the Scene view where visibility of flares is disabled
Actual result: If visibility of flares is disabled, the sprite only becomes visible when it's dropped in the Scene view (not visible when dragging over it), should be the same as when visibility of flares is enabled
Reproducible with: 2017.2.0b9, 2017.2.0b11, 2017.3.0a5, 2017.3.0a7
Not reproducible with: 5.5.4p5, 5.6.3p3, 2017.1.1p2, 2017.2.0b8, 2017.3.0a6

Note: If the sprite is first dragged over the Game view and then enters the Scene view where the visibility of flares is disabled, it might show up in the Game view, but won't move until it's dropped
