[2D Sprite] Snapping occurred only in one direction with selection of Rect Tool
Snapping occurred only in one direction with selection of Rect Tool either Horizontally or Vertically
Steps to Repro:
1. Create a new Project
2. Hierarchy > right-click > Sprite
3. Assign Background sprite
4. Duplicate the Sprite
5. Select Rect Tool
6. Select Sprite and click Shift and drag the Sprite GameObject in the Scene
Expected Result:
Sprite GameObject should be drag in any direction
Actual Result:
Sprite can be drag in only one direction either Horizontal or Vertical
Reproducible with: 2018.4.22f1 (1.0.14), 2019.3.12f1 (3.0.10), 2020.1.0b8 (4.0.2), 2020.2.0a9 (4.0.2)
Environment: Windows 10 and Mac 10.14

Resolution Note:
