2D Light with Volume Opacity set to a non-zero value is rendered directly to Camera Color Target
Reproduction steps:
1. Open attached project "case_13160523_urp.zip"
2. Open "SampleScene" scene
3. Compare Scene View and Game view
Expected result: 2D Light on the left side is rendered behind the tree
Actual result: 2D Light on the left side is not rendered behind the tree
Reproducible with: 7.4.1 (2019.4.22f1)
Not reproducible with: 2018.4 (no URP), 7.3.1 (2019.4.22f1), 8.0.1 (2020.3), 8.0.1 (2021.1), 8.0.1 (2021.2)
