[2022.2] [2022.1] Material Upgrade pop-up appears on opening 2D(URP), 3D(URP) Template
Steps to reproduce:
1. Open Unity Hub
2. Create a 2D(URP) project
3. Notice the pop-up
Actual result: pop-up appears
Expected result: no pop-up
Reproduced on: 2022.2.0a13, 2022.1.0f1
Not reproduce on: 2022.2.0a12
