[2018.x] Misleading 'Nothing to import' message when trying to import package while in play mode
To reproduce:
1. Create a new project
2. Enter play mode
3. Try to import any package from A$
Expected: 'Failed to import package with error: Cannot import the package in play mode. UnityEditor.Web.JSProxyMgr:DoTasks()' error will be thrown only
Actual: expected error is thrown to the console, and import window with misleading 'Nothing to import' message is thrown
Reproduced: 2018.1.0a6, 2018.1.2f1, 2018.2.0b5
Not reproducible: 2017.1.4f1, 2017.2.3f1, 2017.3.2f1, 2017.4.3f1, 2018.1.0a5
